I see no such checkbox in the Advanced tab of Safari 3.0.4 prefs.

i guess it's been there only since 3.1.

i used apple-u for Disable Styles as it's close to another "developer" shortcut - view source, apple-alt-u.

otherwise, you have to do type:
(Within Terminal.app)

defaults write com.apple.Safari IncludeDebugMenu 1


to disable the menu:

defaults write com.apple.Safari IncludeDebugMenu 0
