Yes, it's possible to select and copy text from within a .textClipping file, and I have been doing so in Tiger, and now in Leopard as well.

I just tried this, and while I was able to select the text, I was unable to copy and paste the selected text in the clipping

Well, I can't get it to work in Leopard 10.5.1

Mac OS X 10.5.2. I did as described in that link, but in the result I couldn't copy anything. Clipboard didn't update after selecting text and pressing Command+C. Reversing back to the default settings copies all clipping text again.
