This is a bug, not a feature.

You don't have to drag the icon to a different location for it to stay where it was when it was last mounted. All you have to do is free up icon spaces before remounting the disk - the second time it will mount exactly where it was before, even if there are "higher-up" spaces available on the desktop.

And this is driving me nuts. Icons should appear at the first available spot on the desktop, just as it has worked for Every. Single. Mac. OS. since 1984.

At the very least, this functionality should be selectable.

It is a bug. Apparently, Finder isn't updating the .DS_Store file correctly and isn't getting the correct information from diskarbitration during restart. We're seeing this from users when booting with CCC clones, the first time.
