If the proxy authentication pages are added to the list of approved sites for the managed user, shouldn't this work? (I don't have a setup to try that here...)
Another workaround would be to keep parental controls on, but use any other browser than Safari :)

In Leopard, Parental controls is built into the system not the browser, the same way that App launch limitations are no longer in the finder. That means that even if you use RealPlayer's browser, it will still be blocked.
