At least in Tiger, Mail uses WebKit to display messages (including plain-text messages). Considering stationery bundles are HTML+CSS-based, I think it's safe to assume that that's still true. Also, this hint doesn't work in Safari 3, either.

So it's an omission from WebKit. Somebody should file this as a bug (either in the WebKit Bugzilla or in RadarWeb).
