This has been the default behavior of most browsers for years (going back to Netscape 4.0, if not earlier), at least on the Mac. (I had a period from 1995-2002 where I used a Windows PC 3 times a year, at most, so I'm not 100% sure if Windows browsers ever supported this.)

The reason, as alluded to above, why MSIE and Firefox (as of v2.0) do not adhere to this is because they treat the URL field as a search box if a TLD is not immediately identifiable, this despite the fact that both have location bar search fields. (MSIE has worked this way since Microsoft first intro'd MSN.)
