OK, I had some really freaky stuff happen here. Up to date Tiger. Rename it and it works OK because this is an admin account I presume. Then a new directory with only 'Library/Preferences' with the old correct name pops up by itself. This indicates to me there is some funky low level stuff going on there. Either that or it was the running apps saving prefs to Library/Preferences created it.

But if I chmod to 1755 then I can't add or delete from /Users - but root can so that works OK for setting up additional accounts. And with 1755 I can't rename it either. So that's pretty safe I think.
