I tried this tip with the dock icon for PowerMail and it had the same functionality. A new message was created with the file attached.

Something a little different occurred with text documents. When I dragged the title-bar icon of a text document to PowerMail's dock icon, the text was inserted into the body of the new message instead of as an attachment. However, when I had a new message window open and dragged the icon onto the message window, It was added as an attachment. It didn't matter where I dragged it onto the open message window. It was always added as an attachment. I was using Tex-Edit Plus for this.
