It's also Command-Option-E in Safari. In Netscape back in pre OS X days, Option-Reload used to do it (Super Reload). I believe that also works in Safari.

It is a shame that there's no settings for cache in Safari.

It's under the Safari menu. There are quite a lot of options there:

- About Safari
- Report Bugs to Apple
- Preferences
- Block Pop-up Windows
- Private Browsing
- Reset Safari
- Empty Cache
