The simple reason why rating information isn't stored in an MP3 or AAC file? The file can't!

MP3 files use the ID3 standard to keep metadata organized. Here's the wikipedia link.

AAC files have the 'standard' metadata tags and the 'iTunes' tags, and not all AAC-compatible players can read the iTunes tags in AAC files (though most will just ignore those tags and play the file just fine, whilst leaving the tags intact).
