Burn a disc of iPhoto images for Windows via aliases

What? I don't get this. First, the System Preferences app doesn't pop up. Second, how does one open a Finder window and navigate to: &rquoa;Users &rquoa; your_username &rquoa; Pictures &rquoa; iPhoto Library &rquoa; iPhoto Selection. After getting to this step, I did a search and could find nothing anywhere on my hard disk named &rquoa.
What am I overlooking? Thanks.

Look, the &rquoa; business is pretty clearly a formatting mistake. Navigate to User -> yourname -> etc.
