I'm not sure what you're asking with the first part of the Q -- you would create a smart playlist and sync it.

Re: the second part -- I am guessing you have smart playlists which include "playlist is xxxxxxx" in their criteria in order to get around the fact that you can't have any of / all of (i.e. or / and) criteria in the same smart playlist. Unfortunately I don't know of an iTunes-based solution until Apple lets users have multiple sets of criteria.

There's a program called "Playlist Blender" which I haven't tried--doesn't look like it's been updated in a few years but it's here:
