You need PureFTPd to announce the public IP when entering into Passive mode. For a NAT with single public IP, that's no problem. PureFTPd handles this as long as you do the proper port mapping in the router.
But when you have multiple public IPs NATed to an inside DMZ with private IPs, you need to tell PureFTPd what IP to announce. This setting already exists in the plist settings file but is still not exposed in the Manager as of 1.6.3.

So you have to edit the file /etc/pure-ftpd/pure-ftpd.plist manually to add the public IP of your server:
