To get around the resource fork problem I often used DropStuff under OS9 to stuff the files and expand them using Stuffit Expander which keeps the resource forks intact.

Alternatively, you can create a a read/write hfs+-formatted disk image with Disk Utility and keep it on the FAT-formatted volume.
