Re: Can someone PLEASE develop some sort of utility to keep two libraries in sync?
The problem to overcome with this is that iTunes can't automatically add files. I suspect a daemon could be written that observes when the "Master" XML file is modified (which is somewhat irregularly, but always on Quit); when it is, other iTunes apps on the network are told to import any new files. The trick would be to determine what those new files are and what, if any, playlist to put them in. Some users I know just go around to each Mac--or have someone posted at one--and add the new files manually, or import the XML file manually. One TV production company I know of uses iChat and the office intercom to announce "Time to update your iTunes!" ---

I think launchd is the daemon that you're looking for. You could tell it to watch the XML file and run a script or utility when it gets updated.
