"You can always lock out the Displays prefpane with managed preferences"

Could you tell how you do that ?

Open Workgroup Manager. Login to your directory server. Select either a user, workgroup, or computer list. Click on "Preferences" in the toolbar. Click "System Preferences". Manage "Always" and make sure "Displays" is unchecked.

Actually, don't even need a directory server. Install the ServerAdmin tools on the Mac, connect to the localhost (or 127.0.0.1) as an admin, and you can either manage preferences by user, group, or computer.
