I use Firefox and adblock plus but still occsionally get these animated adds. The best answer for the unblocked ones is a Firefox extension called: Nuke Anything Enhanced It creates a context menu when you right click on an animation. Sometimes when the animation is flash it has 2 context menus and the second one is tricky to get to but you can do it by right clicking several times.

Or just use the Flashblock plug-in to block all Flash content except what you want to see -- the combination of that and setting gifs to loop exactly once (image.animation_mode = once in about:config) pretty well takes care of annoying animations for me in Firefox.

Adblock Plus

If you have firefox and adblock, download the adblock filterset.g updater. Once you do that, adblock will automatically block the majority of the worst ad servers.
