Yep, on a French keyboard, just pressing Tab bring up these tools. CTRL-Caps lock-9 don't have any effect. Unfortunately, I don't know how to change the size and intensity of the tools since on a French keyboard, there are no dedicated [ and ] and { and } keys. Any ideas?

How do the french write code then? {} are widely used in programming languages. Maybe some alt-combination (check keyboard viewer).

I have an Australian keyboard and you just have to press the tab key to get to the advanced tools. Control, caps lock and keyboard 9 don't do anything. Also the [ and ] keys alter the size of the tool.

On my Powerbook with a Danish keyboard, TAB is also the happy-key that makes things happen. CTRL-CAPS-kp9 produces absolutely nothing.
My iPhoto is version 6.0.2.

I switch my keyboard layout to "U.S." to be able to adjust the size and intensity of the secret tools.

(International users will know how to switch keyboard layouts, but just in case: System Preferences -> International -> Input Menu -> Select layouts. For fast switching turn on "Show input menu in menu bar".)
