I didn't find this all too surprising. Hold shift while you click the plus in iTunes and it creates a new playlist from selection, which is incidentally the modifier for the shortcut Apple-Shift-N for "New Playlist From Selection"

The difference is that iPhoto doesn't require you to hold down any modifier keys. As for iTunes, I didn't find the Shift key thing - I tried the usual suspects, Option, Command, Control, etc.

It makes sense, though, that it doesn't work the same way (even if it's introducing different behavior): I think there's more of a liklihood that you have songs selected in iTunes when you might want to click the + button to create a new, empty playlist.

This said, it works in iPhoto with the Shift key as well... So go figure.
