Speed up Adobe Reader PDF rendering in Safari

I'm guessing that it has to do with "speculative downloading in the background", as it says on the option on the same preference page. When you are viewing an appropriately structured PDF one page at a time, the reader can be downloading further pages while you are reading. I'm guessing that its algorithm for deciding how aggressively to download ahead of your reading might depend on your connection speed and so telling it the correct speed might be advantageous in some cases.
