Mail Rules broken?
Mail.app no longer will apply or let me edit my rules - some are custom Act-On rules but are otherwise normal. I ran Fix Permissions and checked at the terminal that u+rw was true for ~/Library/Mail/ and descendents. The Property List editor doesn't show any corruption that I can tell in the rules plist file. I also tried swapping out the plist file with its generated backup file for the upgrade (always nice to have that option), but this doesn't effect anything. I've also noticed that I can add and remove new and existing rules, but can't duplicate or edit existing rules. I also don't see anything in the site archives or online to address this. Any ideas?

I had the same problem. It seems that either MailTags or MailActOn are not compatible with the new version of Mail. I removed them and everything was hunky dorry. Hopefully we'll get new versions of these softwares soon.
Confirmed
Moving those bundles to the disabled folder restored the regular behavior. I also had both MailTags and MailActOn installed, and will miss them! I now use meta-data extensively.
Fixed!
The MailTags home page shows that a new version is out already, 1.1 and the top feature is 10.4.3-compatibility! That's a well-maintained piece of software!
