I noticed this effect as well. Using fixed ip adresses is faster than getting those ip-adresses from a dchp server. I guess it also depends on the speed of the dchp server. That's why all my computers use fixed ip adresses in my (home-)network. I noticed this on linux and windows as well.
If you don't need an adress, then trying to get one from a non-existing dchp server will probably take even longer!
