I suspect that this isn't really a special feature, but rather simply the result that the movement is based on the midpoint between your two fingers, so by keeping one still you're cutting down the movement by half.

Doesn't appear to work for me. Scrolling with two fingers, or scrolling with one finger stationary, produces the same result. My PB scrolls just as fast or slow using this hint as it does the normal way.

And neing the lazy guy I am, I've been doing the one finger stationary method for a long time. You can even rest a finger or thumb from your other hand on the trackpad and just use one finger to scroll freely. ;)
