After a lot of troubleshooting with this to no avail, I found something that seems to work. In addition to the aforementioned steps, I restarted the blued daemon at the command line. Use this:

sudo killall -HUP blued
I also disabled HotSync, trashed the ByHost/com.palm.* prefs, enabled the Bluetooth-PDA-Sync-Port in HotSync Manager, and reenabled HotSync. This ended up working for me. Unfortunately, since I have a removable D-Link BT adapter, it seems as though I have to do this every time I restart. Unbelievably annoying. I'd consider this a Bad Thing (tm).
