10.4: Share an iPhoto library among multiple users
I don't think just anybody can add a tune, without write access to the iTunes Music Library XML file. The owner of the XML file never changes, and by default its read-only for non-owners.

The thing is that the ACL rule has priority over traditional file ownership, group, etc permissions. If the ACL rule allows it, a user not owning the file and not having traditional write permissions can, in reality, bypass that limitation.
