Used to be system wide...

In the public beta I could open the terminal, textedit, and Omniweb and use the scroll wheel to scroll any window in any app when the mouse was over that window. So it used to be a very nice feature. I've sent in feedback requesting that they re-implement this feature.

I, too, wish that Apple would implement this feature. It's fairly common in the Unix world and called "Focus follows mouse". I've gotten used to it in Be and Windows, and I like it a lot. It can be activated in Windows also by using TweakUI and in Be it is an option in the mouse control panel.
