Wouldn't a "Repair Permissions" fix this? I would think that since it's called "Repair Permissions" that it would fix a permissions problem.

No, the folder has the wrong permissions when it is installed. So even if you use the apple installer (see the other reply here) and if all the other conditions were met it STILL wouldn't work; it does use the apple installer. I thought this might only be w/ the new 1.42b version. I didn't have another working install next to me to see what the perms were supposed to be so I just duped another folder in the same place, renamed, chowned it (really buggy install).
