Import OmniWeb and Chimera bookmarks to Safari

This doesn't seem to work, at least when using OS X 10.3.9 and importing bookmarks as a HTML file from Mozilla. In IE, one can't select 'Organize favorites' as such: one gets a drop-down menu. The IE Help files tell one to click Window -> Favorites, then File -> Import. But (as someone else in this discussion has said) that just imports the HTML file (which can be opened and has all the Favorites or Bookmarks in it, but not organized into the original folders. Clicking or double-clicking on the entries in the opened HTML file will connect one to the websites).

In Safari, using 'Debug' works perfectly. The method advocated above doesn't seem to: it also just imports the HTML file, which can be done more easily by dragging it into the Favorites window.
