Yes, you are right. You need to modify all settings to make them stick. Not sure if you need to edit them in exactly that order, though.

The International Preferences in Tiger are a big pain in the a**, really. It's one of the most annoying things I have seen. Example: You cannot customize the way you want your numbers formatted independently from the other settings anymore. E.g. I like to see "one thousand two hundred thirty four and a half" to be displayed as 1'234.5. To get this, you must select a region which uses this number format, in my case Switzerland. But, by selecting Switzerland, the days of the week etc. are automatically displayed in German althought my language is set to English. Similarly, be selecting, say, United States as the region, you get the weekdays in English, but the number format doesn't match my preferences, and there is no way to change it.

It's so sad that they have some mighty functionality built in, but that a really, really crappy GUI breaks everything. I knwo, I could probably dig around in some plist files, but I think this shouldn't be and really wonder sometimes how much testing they do until they release such tools...

Already files a bug report about this with Apple.
