I noticed this too. This is just plain silly! The *only* reason I can think for Apple doing this is that they removed some part of the PrivateInterfaceLib for doing floating windows.. that seems to have become a kind of jihad, "floating windows are EVIL" (so are system-wide menus that they don't create, says Apple).
