This seems to be a Tiger hint, since my Safari 1.3 displays the well-known dialog box error message when trying the above example...

Yeah, it is. I replaced the page icon & nothing happened (I'm on 1.3.9 using 1.3.1 Safari). BUT when I replaced the "compass.icns" file it worked! The only thing is that it changes all the icon images (about Safari, etc). But for me this isn't an issue.

By the way, in the English folder check out the localization file. You can edit it in text edit to change the wording (like I added D'oh!) Only thing I figured out is that you need to change the 2nd time it's listed, not the first or it doesn't work.
