10.4: rsync 'inplace' option separates resource forks

I have found that it doesn't fail but, even worse, it silently does not copy over files. I ran it three times, and each time it copied over more files, but, after three iterations, it was still 10GiB short. As far as I can tell it's a complete piece of junk in this rev.
And this was not an especially demanding situation. Local disks, a single volume, no weirdness with either extended attributes or hard links in the source file system; absolutely no excuse for failing.
