Sorry, I just had to share an epiphany I just had about this new cludgy startup progress implementation with Tiger. It is very unlike Apple in that it tells you no real information.

If you do an upgrade install you are still starting up with SystemStarter

If you do a new install or Archive install you are starting up with launchd

I think that since there are two different possible startup sequences the OS engineers just put in this cludge as a stopgap until they had a good solution to monitor either process or until launchd takes over in later versions.
