I haven't tried this personally, but you might try tunneling the AFP traffic through an SSH tunnel within the VPN tunnel. That would be a dirty, disgusting way of doing it though, not to mention pretty inflexible.

Tunneling AFP over SSH works with and without the Cisco VPNClient on 10.4.

Setting up on the client isn't too hard if you use SSH Tunnel Manager (http://projects.tynsoe.org/en/stm/).

NOTE: Don't turn SSH on your AFP server without securing it to a decent level (level 2 only, no root access, good passwords).
