You can do this with a simple Applescript:


tell application "iTunes"
  if (exists playlist "Unchecked") then
    delete playlist "Unchecked"
  end if
  make new playlist with properties {name:"Unchecked"}

  set unenabledTracks to every track of playlist "Library" whose enabled is false

  repeat with aTrack in unenabledTracks
    duplicate aTrack to playlist "Unchecked"
  end repeat
end tell

Yeah except that this AppleScript will only create a static playlist.
