Uhh, the only difference I'm seeing between Panther and Tiger in the keyboard usage of System Prefs is the need to do an extra 'tab' (as in, just needing to press it instead of not having to) for typing the name of the panel to work.

My test was typing <tab><s><t><u><space> opened the Stuffit AVR panel.

I realized the only way this works is if under the 'Keyboard & Mouse' panel, you select the 'All Controls' option for 'Full Keyboard Access' at the bottom of the 'Keyboard Shortcuts' tab.
