The phrasing on this hint is wrong; AFP is the protocol that allows file sharing in the first place. It can run over AppleTalk or TCP/IP.

What the hint meant to say was that AFP can no longer run over AppleTalk under Tiger.

AppleTalk support beyond the FPGetSrvrInfo on the AFP client is no longer supported. If the NetworkAddresses in the reply to FPGetSrvrInfo does not contain any IPs then the client cannot switch to IP for the OpenSession command and will return an error.

Tiger not only supports AFP it actually has a new version. AFP 3.2 adds Metadata and ACL manipulation commands in addition to a few other things.

(I am in charge of support for ExtremeZ-IP and I spend a lot of time studying the AFP spec.)
