10.4: No AFP networking available for older Macs

Unfortunately Adobe Photoshop 7.x Save For Web still has its network glitch in that it tries to make a connection when you open it which can cause a delay of over a minute when opening the Save For Web dialog box. Since having installed Tiger you can get a better idea of what is going on, Photoshop (in my case) is trying to make an AFP connection to 192.168.1.99 (an IP address that I *used* to use but do not any longer. Very strange why Save For Web would attempt to do this. Even Little Snitch can't seem to stop it under 10.4.

If you re-install Photoshop, I think your problem will go away. I remember having this problem myself and a re-install fixed it.
