Use relative dates in OmniOutliner 3

This works in a lot of apps! I wrote a small app in Cocoa that kept track of dates, and when I would type things like "next Monday" it would fill in the correct date. I've been assuming that Cocoa apps get this behavior for free, but that is just an assumption.
