Set the localized keyboard in the login window

The location has changed for 10.3 as far as I can tell

/Library/Preferences/.GlobalPreferences.plist

is the new location, and an administrator should be able to edit the file without requiring su or sudo now.

I ran into this with one eMac in a lab that was accidentally setup with the "France" french keyboard layout, while it was supposed to be Canadian French keyboard layout

the eMac would then not login due to a password error
(once it was logged in, the user accounts were properly set to the correct keyboard layout, but the login windows keyboard layout was incorrect)
