Wouldn't F10 be more appropriate than F9 in this case?

I agree, F10 sounds more appropriate.

If I only want to look at the separate windows of Fontbook (and not my open Finder/Safari/Whatever windows), I would use F10.

that's why i said that and not F10. i dont want to compare each window of type to my finder windows or browser windows or ichat buddy list or widgets or what have you.

Sorry, you're wrong. Go to the Exposé System Pref pane, and look; it clearly states (by default) "All windows: F9" and "Application Windows: F10". Maybe you've changed your defaults???
