... the window formerly known as "Get Info..."

if you select a directory and hit Command-I [as in "eye" not "ell"], you'll get into the property inpector. under "Show," select Privileges, and you can set the permissions.

now, you can only do this on directories which you have permissions on. that is, if you create [or otherwise "own"] the directory, you can change the permissions. If it's a system level folder, you *don't* want the permissions to change - they're set the way they are for a reason.
