Didn't we already reject this as a hint? The option key is ignored, and it acts just as a regular "tell this app to quit" command. Why else would it "not work some of the time" and "ask to save changes"?

you are not quite right on this one. When you try this on an app you cannot quit by typing command-q, because the beach ball is running for quite a while and there is no possibility to activate any of the funtions of the app, you will be able to force quit it using this hint.
