This is simply not true.

I have an express, also set up as an Ethernet bridge so that wireless devices are on the same subnet as my wired devices. I configured it completely over the wire.

On my machine the Airport express Setup Assistant software wouldn't install on an non-Airport enabled computer. Not saying you can't configure it from the ethernet port, just that you can't load the assistant to a wire-only machine.
