From their web site:

3. AirPort Express can extend the range only of an AirPort Express wireless network.

If your non-Apple router is 802.11g and supports WDS, it's possible that it would work. I replaced my $15 D-Link router with an AirPort Extreme/Express combo so I could do this.

Also, I really thought bridging to a wired network was advertised, because I bought my Express the day it was announced with that exact purpose in mind. I don't see it explicitly mentioned on the web site now, but I'm sure it's in the manual.
