I believe you added it; the default doesn't show relaunch...

Then click "Relaunch" in the Force quit window

Still simpler/faster than typing in a Terminal :
- hit Command-Option-Escape (or choose "Force quit…" from the Apple menu)
- select Finder
- hit Return or click the Relaunch button (it reads "Force quit" for other apps but switches to "Relaunch" for the Finder)

I have never added anything to allow me to relaunch Finder from the dock's conceptual icon, but "Relaunch" is there in 10.3.5 and I remember seeing it in versions past.
