Well, the file URL type is handed off by Safari to whatever the OS says is the handler. By default, I think that the file: URL type is handled by the Finder.

Apple has made it pretty clear that they intended Safari to be a web browser and are not adding functionality to directly handle arbitrary URL types like ftp:, file: or many other URL types. When Safari sees one of these URL types it does not directly handle, it passes it off to whatever is the registered handler.

Of course, depending on how this is implemented, you can end up with exploitable disk:, help: or telnet: URL types.
