Of course you can also quit Safari and type

defaults write com.apple.Safari WebKitInitialTimedLayoutDelay 0.25

at the Terminal.

defaults write not quite right

Not quite right. You need to specify the "0.25" as a float value, not a string value which is the default. So
defaults write com.apple.Safari WebKitInitialTimedLayoutDelay -float 0.25
will do it right.
