please forgive my ignorance, but what is and where can I locate the Keyboard Viewer?

System Preferences > International > Input Menu, then click "Keyboard Viewer" and "Show input menu in menu bar" if needed. You may also find the Character Palette useful.

What I'd love to be able to do is to use this to figure out when my MS Natural Keyboard is hooked into the laptop (through the Belkin KVM) and switch the Command and Option keys. The MS software provides a setting for this, but once I started using the KVM, the setting was ignored.

uControl allows you to remap all your modifier keys (want caps lock to be control? ok.)
it has a single keyboard only option, but i don't know how to make it apply one set of remaps to one keyboard, and a 2nd set of remaps to a different keyboard. --- |
