Restore Command-Shift-L to 'Open URL' service

Hi there.
I'm a little confused. Why can't you just add an 'All Application' keyboard shorcut in the System Preferences/Keyboard & Mouse/Keyboard Shortcuts panel? As a test, I just added 'cmd-opt-shift-L' as my shortcut to the 'Open URL' service and it seems to work from all of the apps that I've tried so far.

Last week I reassigned the shortcut for the Define in OmniDictionary service using the Keyboard Shortcuts preferences. It worked for awhile with restarted and newly-launched apps, but later I noticed it had mysteriously reverted back to the original shortcut and the prefs entry for it was gone. Haven't had time to investigate what might have happened.

John Gruber's Losers, Weepers article is a good analysis of issues with keyboard shortcuts. I fully agree with his conclusion that a new underlying implementation is needed and I hope developers will encourage Apple to do it sooner rather than later.
